Actor Imran Khan’s legal battle over the order asking him to leave India has reached a crucial stage, with the October 28 deadline approaching. The actor has challenged the notice issued against him after his alleged participation in protests against Chief Election Commissioner Gyanesh Kumar earlier this month.

The Centre has now assured the Bombay High Court that no coercive action will be taken against Khan until November 2, the next date of hearing in the matter.

The development comes after the court took up Khan’s plea challenging the Leave India Notice (LIN) issued by the Foreigners Regional Registration Office (FRRO). The notice directs him to leave the country by October 28, 2026.

Khan, a US citizen and Overseas Citizen of India (OCI) cardholder, was detained by Mumbai Police earlier this month following protests against Chief Election Commissioner Gyanesh Kumar over the Special Intensive Revision (SIR) of electoral rolls. The actor has denied actively participating in the demonstration. According to his petition, no protest was underway when he arrived at August Kranti Maidan in Mumbai.

Khan has also alleged that the police detained him and his family members without justification, drove them around the city for nearly an hour and took them to Yellow Gate police station before releasing them. His legal team, comprising advocates Zulfikar Memon, Parvez Memon and Chirag Naik, has challenged the manner in which the FRRO issued the notice.

In his petition, Khan alleged that the authorities acted in haste, issuing the notice within five days of complaints by political leaders without independently verifying the claims against him. He has argued that the notice does not identify any specific violation of the Immigration and Foreigners Act, 2025, or the Citizenship Act, 1955. He has also claimed that the authorities issued it without conducting an inquiry, serving a show-cause notice or giving him an opportunity to explain his position.

Describing the notice as arbitrary and disproportionate, he has asked the court to protect him from its implementation while the case is pending and ultimately quash the order.

The petition challenges the LIN dated October 14, 2026, which directs Khan to leave India on or before October 28. Khan’s lawyers have also questioned the timing of the notice, arguing that the FRRO issued it before seeking his explanation. They contend that the request for an explanation came only after he approached the High Court, making the notice premature and legally flawed.

Imran Khan’s ‘Leave India’ deadline nears, Centre assures no coercive action till November 2

Congress leader Rahul Gandhi on Monday urged traders in Delhi to ask Prime Minister Narendra Modi to remove Chief Election Commissioner (CEC) Gyanesh Kumar, saying protests against the Special Intensive Revision (SIR) of electoral rolls would stop “in 30 seconds” if the government acted on the demand.

In a post on X, Gandhi accused the government of disrupting business in the national capital by shutting metro services, sealing roads and imposing restrictions during protests against the SIR exercise.

“To every trader in Delhi: We love you and hear you,” Gandhi wrote, warning that what he described as “a stolen vote” could threaten businesses, savings and the future of children.

“Tell Modi to sack accused no. 4, Gyanesh Kumar and the protests will stop in 30 seconds,” he added.

CONGRESS RESPONDS TO TRADERS’ CONCERNS OVER NOVEMBER 1 RALLY

Gandhi’s appeal comes after the Chamber of Trade and Industry (CTI) requested the INDIA bloc to postpone its November 1 rally at Ramlila Maidan until after November 10.

The traders’ body said traffic diversions and transport restrictions could affect business during the festive shopping season. It also cited losses caused by previous rallies, marches and road closures in Connaught Place and other parts of central Delhi.

The INDIA bloc has planned the rally as part of its campaign against alleged irregularities in electoral rolls and its demand for Kumar’s removal.

The Congress has accused the Election Commission of failing to address concerns over the SIR process and has demanded changes to the legal framework governing the appointment and protection of election commissioners.

KHARGE RENEWS DEMAND FOR CEC’S RESIGNATION

Congress president Mallikarjun Kharge on Monday also accused the Modi government of using every possible means to protect Kumar despite what he described as “countless revelations of vote theft”.

Kharge claimed that the Election Commission had refused to disclose information about the software used in the SIR process under the Right to Information (RTI) framework, citing “Trade Secrets”.

He urged people to join the INDIA bloc’s November 1 Dilli Chalo march and rally at Ramlila Maidan, describing it as a movement to protect democracy and the Constitution.

Kharge also raised concerns over electoral records in Uttar Pradesh, claiming that details of 16.18 lakh Form 6 applications had not been made public. Form 6 is used to apply for inclusion in electoral rolls.

He further cited discrepancies involving 10,470 voters in Pilibhit and said the issue had prompted authorities to order an investigation into Forms 6, 7 and 8 across Uttar Pradesh.

UP CEO ORDERS SCRUTINY OF VOTER FORMS

Uttar Pradesh Chief Electoral Officer Navdeep Rinwa has directed officials to scrutinise all Forms 6, 7 and 8 entered by computer assistants since April 10, when the state’s SIR exercise concluded.

The directive followed allegations made by the Uttar Pradesh Congress on October 21 of large-scale manipulation in the Pilibhit Sadar Assembly constituency.

The party claimed that thousands of voters’ names had been changed even though their Electors Photo Identity Card (EPIC) numbers and serial numbers remained unchanged.

The scrutiny covers Form 6 applications for inclusion in electoral rolls, Form 7 applications relating to deletion of names and objections, and Form 8 applications for corrections and other changes.

The allegations and the scope of the review have not, by themselves, established that electoral fraud took place.

CONGRESS SEEKS HALT TO SIR, PAPER BALLOTS

Kharge reiterated the INDIA bloc’s demands, including Kumar’s resignation, repeal of the 2023 law providing protection to election commissioners, an immediate halt to the SIR exercise and restoration of voters’ names that were illegally removed, as claimed by the opposition.

He also called for elections to be conducted using paper ballots.

“This is not just a fight to save votes; it is a people’s struggle to save the Constitution and democracy,” Kharge said.

On Sunday, the Congress accused the Election Commission of withholding information about its ECINET software. The party alleged that repeated refusals to disclose details were intended to conceal what it described as “massive, centralised manipulation” during the SIR exercise.

The Election Commission’s response to the latest allegations was not included in the statements provided by the Congress leaders.

Ask PM to sack accused No 4: Rahul's message to Delhi traders ahead of Nov 1 rally

‘You stand for what is true’: Priyanka Gandhi as son Raihan’s protest photographs taken down

Tiger Shroff Firing Case, Lawrence, Anmol Bishnoi: Police are probing claims that the Lawrence Bishnoi gang was behind Sunday’s firing at Bollywood actor Tiger Shroff in Juhu. Yet in the gang’s earlier attacks on public figures like Baba Siddiqui, Salman Khan and Rohit Shetty in the city, Mumbai Police have been unable to get custody of Lawrence Bishnoi, lodged in Sabarmati Central Jail in Gujarat, or his brother Anmol, lodged in Delhi’s Tihar Jail.

Neither brother has been made part of the cases being heard in Mumbai courts, though both are named as wanted accused in the chargesheets. The reason is a Ministry of Home Affairs (MHA) order that bars investigating agencies from taking them out of jail. Neither brother has been named as an accused in the attack on Shroff so far.

The question has now been raised politically. Shiv Sena (UBT) leader Priyanka Chaturvedi posted on X, “The larger question about the Lawrence Bishnoi gang should be that how is it possible that a man behind bars in Gujarat’s Sabarmati Jail continues to wield so much power outside of it? How is it that while India has managed to nearly end Naxalism is unable to control this gang? Thereby hangs a tale.”

She added, “Why is it that Mumbai Police hasn’t been able to question the gangster in jail since the first attempted shootout outside Salman Khan residence? Who and why is there no active cooperation in addressing this issue ?

What is the order keeping the Bishnoi brothers in jail?

In August 2023, the MHA issued an order restricting Lawrence from being taken out of jail for any purpose, under Section 268 of the Code of Criminal Procedure (CrPC). The order was in force for a year. In August 2024, it was extended for another year, and it has been extended annually since under Section 303 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which replaced the CrPC. After Anmol was deported from the US in November 2025, the MHA passed a similar order for him on December 5, 2025.

While the orders are in force, any court order requiring the brothers to be produced has no effect. An agency that wants to question them must get a court’s permission and do it inside the jail.

What does the law say?

Under Section 303 of the BNSS, both the Central government, in cases instituted by central agencies such as the NIA, and state governments can “by general or special order, direct that any person or class of persons shall not be removed from the prison in which he or they may be confined or detained, and thereupon, so long as the order remains in force.”

Section 303(2) sets out three grounds for invoking it. First, the nature of the offence for which the person is confined, the likelihood of a disturbance of public order if they are moved out of prison, and the public interest generally.

However, investigating agencies have argued that questioning a person inside jail is limiting. Only one or two officials may be allowed to question them, for a few hours or a fixed period, and other accused cannot be brought in during the interrogation.

How has this played out in the Baba Siddique case?

Former minister and NCP leader Baba Siddique was shot dead outside the office of his son, former MLA Zeeshan Siddique, in Bandra East on October 12, 2024. Police say the 27 accused arrested in the case worked on the instructions of Anmol, who headed the organised crime syndicate. Anmol is named as a wanted accused in the chargesheet. The trial is set to begin.

On July 3 this year, Siddique’s wife filed an application asking the court to direct Mumbai Police to take custody of Anmol from Tihar Jail, alleging “lethargy” on their part. On July 10, the special MCOCA court came down heavily on the police for not bringing Anmol before it. It later issued a show-cause notice to the investigating officer, asking why action should not be taken against him for not taking custody of the man the police themselves called the head of the syndicate.

In its reply to the notice, filed by an assistant commissioner of police, the police cited the MHA order. “The order has thus created an express legal embargo against obtaining physical custody of the accused..the physical custody of the accused is very much essential for carrying out an effective investigation and without it, the investigating agency will be handicapped in carrying out further investigation in the said offence,” the reply said. The police said they had therefore not questioned Anmol so far. Later in July, a special NIA court in Delhi rejected the Mumbai Police’s production warrant for Anmol’s custody, citing the MHA order.

Authorities also point to a person’s criminal history. If many cases are pending against them, they argue that moving them could lead to law-and-order problems.

In May 2013, the Maharashtra government issued a Government Resolution (GR) under Section 268 of the CrPC restricting the production of Zabiuddin Ansari alias Abu Jundal, an accused in the 2008 Mumbai terror attacks, before the court. The court rejected his plea, saying it could not interfere given the sensitive nature of the case, and allowed him to attend the trial by video link from jail. However, courts have, at times, quashed such orders, saying the reasons given were not enough to restrict a prisoner’s movement.

Tiger Shroff firing: Why Mumbai Police can't get custody of Lawrence and Anmol Bishnoi

Cockroach Janta Party founder Abhijeet Dipke was on Friday detained from his home, just minutes before he was to undertake a 'Lehra Do Tiranga' rally at Central Park in Connaught Place in Delhi.

This is the second detention in a week for Dipke. He was earlier detained right after his plane landed in Delhi from Mumbai for a protest against Chief Election Commissioner Gyanesh Kumar over allegations of voter-list manipulation during the Special Intensive Revision (SIR) of electoral rolls.

One of the triggers for the march was the arrest of Saurav Das and Ashutosh Ranka, CJP members, who were sent to five-day judicial custody after they entered Jantar Mantar waving the national flag on October 13, a day after the historic site was denotified as a protest site.

During a conversation with the police, Dipke was told, "Aap New Delhi nahi jaa sakte. Hum aapko detain kar rahe hain (You cannot go to New Delhi. We are detaining you)."

He responded, "New Delhi nahi jaa sakta, kahin aur toh jaa sakta hoon. Maine kaunsa kanoon toda hai (I cannot go to New Delhi, but I can go somewhere else. What law have I broken?)".

Student leader Neha Bora, 29, who is among a number of prominent activists detained this weekend as the authorities cracked down on attempts by protesters led by the Cockroach youth movement, was detained near Jantar Mantar.

Before today's detention, Delhi Police landed at Dipke's home and served him a notice against carrying out the march.

The notice, issued under Section 163 of the BNS, said prohibitory orders were in force around the Connaught Place area, a major shopping hub in the heart of the city. It further warned that the New Delhi Municipal Council (NDMC) has not given permission for the proposed Tiranga Yatra, and if the CJP decides to go ahead with the march it would be considered a violation of the law.

Dipke, who was wearing a white tee with a picture of Gandhi on it and denims, was also informed that waving the tiranga was not against the law, but staging an unpermitted march and gathering a crowd would be a violation of restrictions, and the Police would take legal action. The 31-year-old leader was also informed about the restrictions on treating the national flag with due respect in accordance with the Flag Code.

"Kya aarop laga diya hai aapne mere upar (What kind of accusation have you leveled against me?) Dipke, who has a small national flag draped across his shoulders and seated on an egg-yolk coloured sofa in his living room, is heard asking the cop in front of him, showed a video.

A bunch of papers can be seen on the glass top table as Dipke is examining its contents and reading out bits, confronting the cops.

Source:- ndtv

Abhijeet Dipke Detained Before March, Neha Bora Picked Up Near Jantar Mantar

Imran Khan's lawyer has said that the actor will move the Bombay High Court against a notice issued asking him to leave the country. He said rules do not prohibit OCI (Overseas Citizen of India) cardholders from participating in a protest.

What is the controversy?

Last week, Imran, who reportedly holds a US passport, had participated in a protest at Mumbai’s August Kranti Maidan demanding the resignation of Chief Election Commissioner Gyanesh Kumar. He was also detained by Mumbai Police while he was protesting.

According to the information provided, action has been initiated against Imran under Sections 29 and 7 of the Immigration Act over allegations that he participated in the protest despite not being an Indian citizen.

Following his detention, the actor shared a picture of himself apparently seated inside a police van, accompanied by the caption, “Apparently I’m going for a drive.”Speaking to the media, Khan said he had come to the location as a citizen of Mumbai and was not present with any specific demands.

He questioned the restrictions on freedom of movement and the suppression of people's voices.

Reactions to notice to Imran

CJP activist Abhijit Dipke has also reacted. Backing Imran, Dipke on X wrote, "Mary Millben, an American, can speak in favour of the BJP. But Imran, an OCI cardholder, can’t say anything against the BJP ."

Earlier, Bharatiya Janata Party (BJP) leader Kirit Somaiya had demanded the immediate arrest and deportation of actor Imran Khan over his participation in a protest in Mumbai, alleging violations of Overseas Citizen of India (OCI) provisions and visa conditions.

Somaiya said he had submitted evidence to the police regarding the actor's speeches during the demonstration and his earlier remarks. He also called for immediate police action, alleging that Khan had misused his OCI status by participating in what he described as an illegal political agitation.

Speaking to the media, Somaiya accused Khan of displaying what he described as “political extremism”.

He alleged that the actor, whom he described as an American citizen holding an OCI card, had misused his status by participating in the protest.

“The citizens of India cannot tolerate the political extremism that Imran Khan has been displaying during his recent stay in the country. He is an American citizen holding an OCI card, yet he has attempted to misuse his status. Today, we submitted all proofs and evidence to the police regarding his conduct—specifically the speeches he delivered during the protest and his earlier comments,” Somaiya said.

The dwindling footfall was evident on Monday, with a lone security guard from a nearby office building present -- one of the very few customers visiting during the day.

Jantar Mantar protest site denotified: Small businesses fear losses as footfall dries up

With trains to two of Delhi's main railway stations cancelled, 57 metro stations set to shut from 9 pm tonight, and thousands of security personnel being mobilised, restrictions imposed on app-based cabs, Delhi is bracing for the Cockroach Janta Party's (CJP) October 10 protest demanding Chief Election Commissioner (CEC) Gyanesh Kumar's resignation. The scale of the preparations has prompted CJP leaders to accuse the government of intimidating protesters, even as Delhi Police says the measures are necessary to maintain law and order.

CJP leaders Abhijeet Dipke, Saurav Das and Ashutosh Ranka have accused the authorities of attempting to prevent youth from joining the protest. Sharing a video showing Delhi Police and other security personnel preparing for the demonstration, CJP co-convener Saurav Das wrote on X, "Like I said, the Government of India is at war with its own citizens. The visual here proves it."

Delhi is preparing for a day of extraordinary security arrangements ahead of the planned CJP protest at New Delhi's Jantar Mantar on Saturday (October 10), with the restrictions extending beyond the protest venue to public transport, hotels, roads and parts of the capital's commercial districts.

Delhi Police has denied permission for the October 10 demonstration, citing prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). Police Commissioner Nupur Prasad said CJP co-convener Saurav Das submitted the application on Wednesday, whereas the guidelines require organisers to seek permission at least 10 days in advance, according to India Today's Himanshu Mishra.

According to India Today TV's Piyush Mishra and Sushant Mehra, mail and express trains scheduled to arrive at New Delhi and Hazrat Nizamuddin railway stations between 4 am and 2 pm on October 10 are being cancelled at their origin stations. The cancellations apply to trains departing after 2 pm on October 9, with officials citing the prospect of severe congestion and blocked roads around the stations.

Delhi Police has also asked the Delhi Metro Rail Corporation (DMRC) to close entry and exit gates at 57 Metro stations from 9 pm on Friday and consider reducing train frequency on Saturday, according to PTI. The proposed restrictions are intended to prevent large crowds from moving towards sensitive locations in central Delhi.

The security build-up includes 221 companies of the Central Armed Police Forces (CAPF), amounting to around 23,000 personnel made available to Delhi Police between October 8 and 12. Police have also prepared detention facilities, identified road-blocking points and coordinated with transport and accommodation providers as they prepare for the protest, reported The Indian Express newspaper.

The protest, called by the CJP and the All India Students' Association (AISA), aims at demanding Gyanesh Kumar's resignation over the alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls. The organisers have accused the Election Commission of enabling the deletion of voters' names, allegations that have become a flashpoint in the wider political confrontation over the revision exercise.

According to The Indian Express report, the police are coordinating with cab aggregators like Uber and Ola to curb movement towards central parts of Delhi. The newspaper also noted that OYO, hotels are asked to stop fresh bookings.

GOVERNMENT AT WAR WITH ITS OWN CITIZENS, SAYS CJP

CJP leaders have accused the authorities of attempting to prevent people from joining the protest.

CJP founder and convener Abhijeet Dipke alleged that thousands of young people had been detained across the country ahead of the protest. In a post on X, he said the intimidation would not deter the movement and declared that he would travel to Delhi and march to Jantar Mantar despite the denial of permission.

"We will march to Jantar Mantar come what may," Dipke wrote on Friday.

CJP co-convener Ashutosh Ranka appealed to police personnel not to use force against students and young protesters, invoking the principles of Mahatma Gandhi and BR Ambedkar. He said the "movement believed in non-violence and the Constitution" and urged officers to "consider how their actions would be remembered".

The CJP leadership has also made claims and allegations that the police have set up 10 mass detention centres and they are aimed at intimidation.

The police have maintained that the restrictions are intended to prevent disorder and protect sensitive locations. Its refusal to grant permission means the organisers face the prospect of police intervention if they attempt to assemble or march in violation of the prohibitory orders.
